The Fire Department receives numerous calls each year relating to complaints about neighbors burning non-compliant wood and other materials, leaves, grass, and garbage and drifting smoke into adjacent homes, creating very noxious odors in the neighborhood. Citations will be issued by the Fire Department for any burning of any materials other than clean dry wood. Columbia Heights residents can set an occasional recreational campfire, but must first obtain a recreational fire permit from the Fire Department and comply with the rules and regulations for such campfires. Violation of the regulations will result in revocation of the fire permit and possible fines. Permits can be obtained in person at the NEW fire department location at 825 41st Avenue by an adult 18 years and older from the fire department 7 days a week from 8 am to 8 pm. Up to nine free daily permits can be obtained or an annual permit which expires December 31st of the year issued, may be purchased for $20.00. Recreational fire rules are listed on the permit and are enforced.
Daily Permit - The Daily Permit is free of charge (up to 9 per year) and good for the date on the permit only. Annual Permit - The Annual Permit costs $20 and is good until the end of December in the year issued.
If wastewater is backing up when no water is being used in your building, the City sewer is probably plugged and you should call the City immediately. When in doubt, call the City first.

It is unlawful for a parent or guardian of a juvenile to knowingly, or through negligent supervision, permit the juvenile to be in any public place or establishment within the city during the hours prohibited. It is also unlawful for a proprietor of an establishment within the city to knowingly permit a juvenile to remain in the establishment's property during the hours. If the proprietor is not present at the time of the curfew violation, the responding officers shall leave written notice of the violation with an employee of the establishment. A copy of the written notice shall be served upon the establishment's proprietor personally or by certified mail.
The City of Columbia Heights ordinance is as follows:
10.201 PROHIBITED CONDUCT ON PARK PROPERTY. (L) No person shall be permitted to take any pet into any park unless it is led by a suitable leash, and in no case shall any person allow or bring any dog owned or attended by him upon any bathing beach or into any park waters, or upon any skating rink, or in any park building whether the dog is leashed or otherwise, unless so authorized in writing by the Public Works Director.
