Industrial Park Redevelopment Site
(Also known as the Park View Development)

About the Project
In 2002, the City Council identified the 29-acre Industrial Park as its top redevelopment goal. 

The City partnered with the developer Schafer Richardson and the national builder Ryland Homes to construct approximately 548 owner-occupied, multi-family residential units and 12,000 square feet of commercial in the redevelopment area, appropriately names Park View, for its location across the street from Huset Park.  This project is divided into three phases.

Because of the high expense involved in redeveloping a project area with 80 years of contaminated industrial uses, a number of metropolitan-area, county and state grants helped make this project feasible.

Grants Received

  • $50,000 Anoka County Community Development Block Grant (CDBG) for a redevelopment plan, April 2002
  • $50,000 Department of Employment and Economic Development (DEED) Contamination Investigation and Response Action Plan Development Grant to determine types and levels of contamination, an appropriate cleanup plan and cost of cleanup, July 2003
  • $50,000 Metropolitan Council grant for road and infrastructure plan, November 2003
  • $231,371 Metropolitan Council Tax Base Revitalization Account Grant (TBRA) for contamination cleanup and asbestos abatement of Phase I, December 2003
  • $1,001,640 State of Minnesota DEED Contamination Cleanup Grant for the cleanup of Phase I, January 2004
  • $217,908.82 Anoka County CDBG for right-of-way acquisition, February 2005
  • $288,892 Metropolitan Council TBRA Grant for contamination cleanup and asbestos abatement of Phase II, January 2005

Timeline

  • Redevelopment Plan- prepared by Hoisington Koegler Group Inc., Kennedy & Graven, Inc., Ehlers & Associates, Inc. and Maxfield Research Group was adopted by the Economic Development Authority (EDA) and the City Council in November 2003.
  • Contract for Private Development- between the City of Columbia Heights, the Economic Development Authority (EDA) and the Huset Park Development Corporation was approved on October 24, 2004
  • Phase I- Consists of 46 two-story signature townhomes and 77 three-story carriage homes for a total of 123 units on nearly 11 acres.  Each unit has a private two-car garage, located in the front of the signature townhome models and in the back, tucked under the unit on the carriage home models.  Floor plans include two to three bedrooms, with options for a den or a possible fourth bedroom.
  • Phase II- Consists of 40 two-story signature townhomes and 118 three-story carriage home units.  Each unit has a private two-car garage, located in the front on the signature townhome models and in the back, tucked under the unit on the carriage home models.  Floor plans include two to three bedrooms, with options for a den or a possible fourth bedroom.
  • Phase III- will be approximately 256 owner-occupied flats and townhomes.

Huset Parkway- The new parkway runs along 39th Avenue between Huset Park and Phase I of Park View, then jogs southwest along an old railroad right-of-way, culminating at 37th Avenue.  Huset Parkway is landscaped, has on-street parking, pedestrian-scaled lighting and a multi-use path for cyclists and pedestrians.
