Evaluation of the School Resource Program
This paper is a qualitative analysis of the Columbia Heights School Resource Officer (SRO) program, which is a collaboration between Columbia Heights Public Schools (CHPS) and the Columbia Heights Police Department (CHPD). The CHPD views the ongoing monitoring and evaluation of performance, as well as the application of industry best practices as key components to an effective system. 2016 CHPD Strategic Plan
After the December 2015 review of the 2015 CHPD Strategic Plan by sworn, non-sworn and supervisory staff the Strategic Plan Committee has updated the plan. This is the new 2016 CHPD Strategic Plan

Six Month Implementation Study of the Columbia Heights Police Department Body Worn Camera Program
The Columbia Heights Police Department (CHPD) implemented a department wide body worn camera program in February of 2015.  A six month study of the program was conducted to determine the impact the cameras have made and what improvements should be made to better utilize the technology.   The study, conducted by Sergeant Matt Markham, is now available in pdf format at:

CHPD Study of Community Oriented Policing Effectiveness
In March 2014, the Columbia Heights Police Department (CHPD) initiated a comprehensive and scientific study which was designed to measure the effectiveness of community policing efforts made by the CHPD since the philosophical change in policing practice in 2009. This study is now complete and we are excited to share the positive findings with the community. With the assistance of educators, department staff, city staff, and other important stakeholders (Columbia Heights Public Schools, other criminal justice partners, etc.), the CHPD gathered and analyzed both quantitative and qualitative data sets to reach several findings on the overall effectiveness of its community policing efforts. While the citizen survey which was a part of the overall study metrics was released in 2014, the entire study is now available in pdf format at:

As the department is interested in performance improvement, community collaboration, and public transparency, we invite the public to read this study and forward any comments or suggestions to the Police Department through phone calls, email, Facebook or at our various community forums.

2015 CHPD Strategic Plan
In December 2014, eighteen members of the CHPD staff to include civilians, officers and supervisors met to review the 2014 Police Department Strategic Plan, and develop the new Strategic Plan for 2015. The Strategic Plan is available in pdf format at:
